Changing Student Finances in Britain

with Professor Claire Callender

Claire Callender  (BSc, PhD) is Professor of Social Policy at London South Bank University. Professor Callender is an expert on student finances in higher education. She has undertaken empirical research for some of the most significant inquires concerning student funding in the UK.  For example, she contributed to the 1997 National Committee of Inquiry into Higher Education, chaired by Sir Ron Dearing; the 1999 Independent Committee of Inquiry into Student Finances in Scotland, chaired by Andrew Cubie; the 2001 National Assembly for Wales Investigation Group on Student Hardship and Funding, chaired by Professor Teresa Rees; and in further education, the 1997 Further Education Funding Council's Widening Participation Committee, chaired by Baroness Helena Kennedy. 

Professor Callender has recently completed her third study on HE students' income, expenditure, and debt for the Department for Education and Skills.  Last year, she undertook two studies for Universities UK (the body representing university Vice Chancellors) and the Higher Education Funding Council in England (the body responsible for allocating funding to all English Universities). One examined the impact of attitudes to debt on participation in HE, while the other examined the impact of term-time employment on students' attainment and achievement. In addition, she is one of the lead researchers in London South Bank University's ESRC Research Group on the Family and Social Capital undertaking research on higher education and social capital.

In her address, Professor Callender will review the British government's reforms of student financial support in the light of her research, in her talk entitled "Changing student finances in Britain: A threat to widening participation?"

Gay has conducted research in the field of higher education for almost 20 years, after moving into the field from an academic career in English literature.  She is currently an Associate Professor at the Centre for the Study of Higher Education at the University of Melbourne.  The Centre specialises in applied research designed to inform the development of higher education policy and the enhancement of teaching and learning practice in our universities.

Having occupied one of the first Equal Opportunity positions established in Australian universities (at Monash in 1984), she has a long-standing interest in issues of access and equity.  With CSHE colleagues, she has conducted research into the higher education choices of rural and isolated students (1999) and has just completed a review of the Commonwealth Equity program in higher education, for the Department of Education, Science and Training.

Ann Morrow is a former Chief Executive of the Victorian Ministry of Education and Chair of the Schools Council of the National Board of Employment, Education and Training. She was a member of the (Finn) Review into Young People's Participation in Education and Training and the author of the School's Council's Report on "The Role of Schools in the Vocational Preparation of Australia's Senior Secondary Students". She is a member of the Board of Trustees of the Dusseldorp Skills Forum and also convenes the Australian Schools Lobby (ASL).

Ann Morrow has recently submitted a PhD in the Centre for Public Policy on the topic 'The impact of changes in Commonwealth and State education policies on the direct outcomes of secondary school students'.
